Ukrainian President Volodymyr Zelensky said that more than 200 people were injured in the attacks.
Foreign media reported that three more people, including a child, were killed in other attacks in the northeaste city of Sumy.
The attack reportedly took place as the Ukrainian president was attending a NATO summit in the Netherlands.
Volodymyr Zelensky is scheduled to meet US President Donald Trump during the summit to discuss security arrangements and further sanctions on Russia.
